We are limited on forum space for announcements and such. We also think it confuses users when we put topics like that that might not apply to each forum, and I don't believe this is one. I think that if I leave it under Rules and Suggestions people can find it easy, and refer to it.
I will tag this to make it up to discussion for staff in the staff chat area.
